Thanks for sharing this look back at the Waitutu Block Settlement Bill from 1997. It’s a fascinating example of how Treaty redress can be structured—especially with the National Parks Act applied to Waitutu block under Section 5, yet still preserving the Incorporation’s rights via the 1996 covenant .

I’m curious: during the parliamentary debates, was there much discussion around limiting further Māori claims—similar to how this act prevents the Tribunal investigating old claims? And did the select committee consider the long-term conservation implications versus the rights of the landowners?

Nice in-depth article about the Waitutu Block Settlement Bill 1997 on the Waitutu Incorporation site — it clearly shows the balancing act between redressing historical Māori land claims, setting conservation parameters under the National Parks Act 1980, and ensuring the incorporation’s land-use rights via the 1996 covenant. It got me thinking in relation to my granny flat project — there’s a similar interplay of legacy, regulation, and long-term stewardship (zoning rules, heritage constraints, occupancy rights) that I’m navigating. Quick question: when the bill was being debated, did the parliamentary committee or in-house commentators flag any potential for future claims-limitation (i.e., freezing further claims) as part of the settlement package?
